New regulations for marketing consumer credit in Sweden

Legal requirements from Konsumentverket for marketing consumer credit in Sweden, effective March 1, 2025.

What changes on March 1, 2025?

From March 1, 2025, new rules will apply to the marketing of loans. Companies promoting consumer credit must now clearly inform consumers about:

  • That borrowing money comes with a cost

  • The risks of not being able to repay on time

If a debt is not repaid, it may lead to credit remark, which can make it harder to rent housing, sign subscription contracts, or take out new loans.

Since 2019, warning texts have been required for high-cost credit. Now, the requirement applies to almost all consumer loans.

  • Only mortgages and interest-free invoice credits are exempt.

These changes stem from Konsumentverket’s new regulations, KOVFS 2025:1, aimed at strengthening consumer protection and increasing transparency in credit marketing.

What must businesses do?

If you market instalment payments or other credit solutions that are not mortgages or interest-free invoice credits, you must comply with these requirements from March 1, 2025:

1. Clear warning text in all marketing

All advertisements and promotional materials must include:

  • Headline:

    "Att låna kostar pengar!"

  • Risk information:

    "Om du inte kan betala tillbaka skulden i tid riskerar du en betalningsanmärkning. Det kan leda till svårigheter att få hyra bostad, teckna abonnemang och få nya lån."

  • Reference to debt counseling:

    "För stöd, vänd dig till budget- och skuldrådgivningen i din kommun. Kontaktuppgifter finns på konsumentverket.se."

2. Warning format requirements

  • Symbol & color:

    • A red warning symbol, the height of three lines of text, must be clearly visible next to the warning text.

  • Oral marketing:

    • In verbal offers, the word "observera" must be used instead of the symbol.

  • Color & background:

    • The text must be black on a white background for clarity. For digital devices in dark mode, colors may be adjusted.
